Sacramento County Assessor Wynn Earns the Endorsement of Board of Supervisors Members

SACRAMENTO, CA – Sacramento County Assessor Christina Wynn announced her campaign for election as Sacramento County’s Assessor has the support of Board of Supervisors Chair Susan Peters, Supervisor Sue Frost, Supervisor Don Nottoli, and Supervisor Phil Serna. She was appointed Assessor by a unanimous vote of the Board of Supervisors in June 2017.

“Christina Wynn has the experience and commitment needed for Sacramento County Assessor. She’s earned my support,” said Supervisor Sue Frost.

Assessor Christina Wynn has 24 years of property tax administration experience and 27 years of experience appraising property throughout Northern and Central California. She has been endorsed by retired Assessors Roger Fong, Ken Stieger, and Kathleen Kelleher.

The Assessor’s Office is dedicated to our mission to create equitable, timely and accurate property tax assessments in compliance with Prop 13 and the Revenue and Taxation Code. Support for AB 2663 Property taxation: change in ownership: exclusion: local registered domestic partners

Text of my testimony in support of AB 2663, April 2, 2018, Revenue and Taxation Committee, Sacramento:

Good afternoon Chair Burke and Committee Members.  My name is Christina Wynn and I am the Assessor of Sacramento County.  I am here today in support of AB 2663 and to speak on behalf of my colleague, Assessor Jeff Prang of Los Angeles County, the sponsor of this bill.  Also joining in sponsorship of this legislation is Assessor Carmen Chu of San Francisco.

The Problem: For domestic partners who registered with a local jurisdiction-and not the state-they are not able to utilize the exclusion from reassessment of their property, based upon a change in ownership. For some local registered partners, their property was revalued, resulting in an increase in property taxes. Assessors lack authority to reverse the increase in value and there is no recourse to provide a refund of the overpayment that occurred as a result of the reassessment.

The Solution: AB 2663 creates local domestic partnerships and grants to those partners the same exclusion from a change in ownership as that provided to state-registered domestic partners and to married couples. This is a matter of equality and fairness, to assure that local registered domestic partners have the same access to the exclusion from a change in ownership and to seek a reversal of the reassessment.

The bill passed as amended and has been re-referred to the Appropriations Committee.

PRESS RELEASE: Christina Wynn Announces New Campaign Website

Christina Wynn, candidate for Sacramento County Assessor, announces a new campaign website at

"I am running for office to continue serving the public through expertise in appraisal and property tax assessment," said Wynn. "I work to ensure property valuations are fair and accurate, and I am dedicated to the concept of solution-oriented customer service."

Wynn is running for Sacramento County Assessor. She was appointed to Sacramento County Assessor unanimously by the Sacramento County Board of Supervisors June 2017.

The Government Code requires the elected Assessor to be certified. Wynn's qualifications exceed this requirement. She is certified by the State Board of Equalization as an “Advanced Appraiser for Property Tax Purposes” and maintains a Certified General Appraisal license (BREA).

Wynn adds, "I want to expand online taxpayer services, education, and access to data. I also want to implement tax saving measures identified through cost-benefit analysis and feasibility studies, improve access to taxpayer benefit programs like Prop 8, implement technology upgrades and quality assurance programs."

The primary will be held on June 5, 2018.
